The Prime Minister of Romania, Marcel Ciolacu, reminded that an administrative reform is needed. The Romanian administrative system is inspired by the French one, being a more complex one. The Head of the Executive is concerned that Romania cannot support the current budget system and that it will not contribute to the development of the country.

“Everyone has been waiting for this reform for 30 years, an administrative reform is also needed, just maybe. Not made a flat rate depending on how many inhabitants there are, but made strategically.

We are on the French administrative system, it is more bushy. Romania cannot support a budget system like the one we are in now,” he told DC News.

There will be no layoffs overnight

There will be no massive layoffs overnight. There are too many loan officers in the system, many of them disappearing through restructuring. Romania has approximately 16,000 such ordinators, most likely the most in Europe or even in the whole world.

The Head of Government does not agree with the maintenance of non-existent positions in order to obtain budgetary advantages. However, this “trick” in the budget system is starting to fall.

Hiring was done in the fields of Education and Health. The reform process has begun and that is inevitable. It is not about massive layoffs, but about a necessary reorganization of the budget system.

Such a budget system will not lead to development. You can’t do it with the axe, you can’t say that 10% of the employees are leaving tomorrow. My big problem is that we have a lot of primary and tertiary loan originators, through restructuring they are starting to disappear.

I think we have somewhere around 16,000, the most in all of Europe, if not the world. Everyone said that Ciolacu is abolishing the posts that do not exist. Yes, that was a trick to be the head of the office, you didn’t actually have any employees but you had ten ghosts trapped in the organizational chart, so at the end of the year they would go to the bosses and say you have to give us bonuses because we did a saving money on the staff budget, well, of course you did if you didn’t have employees.

So all this trickery in the budget system is slowly starting to deflate. We started (hiring) in Education, in Health, we created some priorities. The process has started, we entered a route that we cannot stop, we are not talking about throwing people out, but a reset of the budget system is needed”, explained the Romanian Prime Minister.
