CNAIR issued for this section 676 expropriation and compensation decisions for individuals and companies from Argeș and Vâlcea.

The most expropriations – 406 – are in four municipalities from Argeș: Cepari (65), Sălătrucu (180), Șuici (110) and Tigveni (62). The remaining 270 expropriations are in two communes from Vâlcea: Perișani (183) and Racovița (87). The value of the compensations totals 16.1 million lei.

According to the official information obtained by “Adevărul”, the largest compensation for this section will be granted to Hidroelectrica for the demolition of an industrial building located on private land in the commune of Șuici, Argeș. It is an industrial building with an area of 4,566 square meters. The value of the compensation amounts to 4.97 million lei, i.e. almost a third of the compensation granted for the expropriations on this section, the longest of the Sibiu-Pitesti highway.

And also in the commune of Șuici there is another major compensation, of 2.2 million lei, awarded to the company Gadova Consulting for the demolition of an industrial building with an area of 190 square meters.

As far as individuals are concerned, the largest compensation will be awarded to a family from Sălătrucu in Argeș, the amount being almost 179,000 lei and will be given for the demolition of a house with an area of 94 square meters.

At the opposite pole, the lowest compensation granted is 17.25 lei, being granted for a 15 square meter plot of land, also from the Sălătrucu commune in Argeș.

In Vâlcea county, the largest compensation is 426,000 lei, being awarded to a family from Perișani commune for the demolition of a 565 square meter annex.

The works on section 3 of the Sibiu-Pitesti highway must be completed in the fall of 2027 at the latest, the value of the works being 5.3 billion lei without VAT.

The longest section

The Webuild – Tancrad association, the builder appointed for the construction of Lot 3 of the Sibiu-Pitesti Highway, completed the field studies (archaeology, topographic studies and geotechnical studies) in January 2024, and on April 15, 2024, will hand over the project to obtain the building permit.

In parallel, the builders have started organizing the construction sites at several points of the future highways and are hiring labor for the realization of the project. In total, 3,000 people will work on this section.

Section 3 of the Sibiu-Pitesti highway will be 37.4 kilometers long (the longest of all five sections), over 12 kilometers of bridges, passages and viaducts, more than 25 kilometers of consolidation works, two road junctions and an ecoduct that will cross the Olt River, the railway and the DN7. In addition, according to the builder, 4.5 million cubic meters of excavation, 3.5 million cubic meters of filling and more than 50 km of bored piles will be carried out.

The project also includes the construction of a 1.7-kilometer tunnel at Poiana (Vâlcea), which will be the longest highway tunnel in Romania. The tunnel is an engineering challenge, but so are the structures, given that there will be viaducts of up to 40 meters.

It should be noted that 85% of the total funding for the Sibiu-Pitesti highway is provided by non-reimbursable European funds.

Section 1 (Sibiu-Boita) of the future Sibiu-Pitesti highway, with a length of 13.7 kilometers, is the only one of the five sections that was completed at the end of 2022. The design and execution contract for this section, with a value of 612.6 million lei, excluding VAT, was signed on April 14, 2019, between CNAIR and Porr Construct SRL. The works started in the spring of 2020, being finished on December 15, 2022.
