The suppliers did not issue on time the invoices to tens of thousands of prosumers for the electricity injected into the network, which led to the accumulation of arrears of over 100 million lei, according to the Association of Prosumers and Energy Communities in Romania, which proposes penalizing suppliers for every day of delay.

“Tens of thousands of prosumers in Romania do not receive on time the monthly bills for the energy consumed and the energy injected into the network and, in the case of many energy suppliers, the delays are much longer than 12 months, even reaching 24 months”, it is stated in a press release from the association.

The prosumers have made several thousand notifications to ANRE in total, in the last two years, but the only answer they received is that “the problem will be solved”.

The prosumers point out that the suppliers receive the energy delivered by them and use it immediately, collecting money monthly from the consumers assigned to each supplier separately, but at the same time they issue invoices even two years late.

According to the law, prosumers are paid for excess energy delivered to the network within a maximum of 24 months from the date of billing.

This has led to situations where some prosumers who injected electricity into the network in 2022 and received the bill this year will receive the money only in 2026, the release also states.

Contacted by HotNews.ro, Dan Pîrșan, the president of the association, stated that the accumulated arrears owed by suppliers to prosumers exceed 100 million lei.

“We are in an absurd situation that has been going on for almost two years and this cannot continue,” he said.

Prosumers propose penalizing suppliers who do not issue invoices on time

The association reported this to ANRE, and the authority responded that it checked the suppliers for non-compliance with the provisions related to the issuance of invoices to prosumers and fined 520,000 lei to six companies, one of them being sanctioned with 360,000 lei.

“We propose that all electricity suppliers in Romania who delay invoicing for more than 30 days from the month in which the prosumers’ energy was injected into the network be penalized with 0.2% per day of the total bill and the penalty be deducted from the total invoices.

This would lead to the fiscal discipline of suppliers and especially to the elimination of abusive practices,” the prosumers’ statement also states.

This is taken into account by ANRE, they also said.

According to ANRE data, at the end of January there were 114,109 prosumers in Romania, with a total installed capacity of 1,502 MW.
