Upper Mureșului Valley, a fairytale place where the beauty of nature blends harmoniously with the industriousness of people. It is perhaps the simplest and most eloquent way to describe the commune of Deda, located at the foot of the Călimani Mountains, protected by the Throne of God, the one that has watched over the communities of Deda, Bistra Mureşului, Filea and Pietriş for thousands of years.

The present story of Deda commune is under the auspices of the mayor Lucretia Cadar. Having the experience of working in the administration of Rusii Munți where he acted as mayor in the period 1987-1989, a term of deputy mayor in Deda (2000-2004), the step towards the position of mayor of Deda commune in 2004 was a natural one , and necessary at the same time.

“Being a woman, maybe it was even harder for me because people expected me to come up with something new, to do interesting and good things for the community. Then I realized that I had assumed a great responsibility and also a great risk, either to develop the commune or to remain at the stage at which I took it over”, says Lucretia Cadar.

Easily and with good work, as an old saying says, the face of the Deda commune would gradually change, the diligence of the people and the natural beauties being complemented with a process of modernization of the commune.

“In 2005, we inaugurated a modern building, the building in which the municipality’s town hall still operates today. This was the beginning. The asphalting of roads followed, the rehabilitation of schools, we gave the cultural hostels a new face, fitting into what European requirements mean for comfort, for carrying out educational and cultural activities. Deda, being a great lover of traditions and folklore, we used the hostels as an opportunity to promote everything that is old and traditional in the Deda commune. In this sense, we also created a museum, and the cultural hostels can currently be said to be the place where cultural activities, shows, symposia and everything that means Romanian can be held within the radius of the Deda commune”, says Lucretia Cadar.

The development of the Deda commune has more than edifying figures behind it, if we are to refer to the primordial utilities of a decent life.

“90% of the total of 45 kilometers of communal roads in Deda commune are asphalted. Another 3.6 kilometers of asphalt will be added to them thanks to a project submitted to AFIR in December 2023 worth 6 million lei. Because Deda is a developed commune, there is also a need for investments in providing water in its entirety for the inhabitants of the commune. Through Izvorul de la Donca, we currently provide water for all the villages of the commune, Bistra Mureșului, Filea and Pietriș. When the 14 kilometers of sewerage from Bistra Mureșului and Pietriș will be completed, to which is added the 8.5 kilometers of sewerage at Filia, which will be finished this year, the water and sewer service of the Deda commune will be completed in order to serve the population”, explains the mayor of Deda commune.

Not to be neglected is education, a primary chapter for Deda City Hall.

“Our schools are well set up so that instructional-educational activities are carried out in the best conditions. The “Vasile Netea” Technological High School in Deda will implement a project worth 20 million lei, an investment that means modernizing, rehabilitating and equipping the high school as well as building a 3rd level.

Also in terms of education, we have a very well established kindergarten with an extended program in Deda commune. As a corollary to all this, at the moment we have approved the construction of a large capacity nursery for 110 places in the village of Pietriș, Deda commune”, says mayor Lucretia Cadar.

Health is on the same level

“We have a new medical dispensary that will be put into operation in the next period where three specialist doctors will work. It is located in the immediate vicinity of the administrative headquarters, in the very center of Deda commune and will benefit from special conditions regarding the practice of medicine. We have two practices for family doctors and practices for two dentists. We also have a medico-social center in our commune where 35 people are hospitalized, sick people or homeless people who find care in this center. At the end of this year, the center’s capacity will be increased to 50. We also have investments and funds attracted here in the amount of 6 million lei, which means a project through the PNRR for energy efficiency of the center and its modernization to ensure protection conditions of the sick and those hospitalized in this center, but also for the staff of 22 people who work in this center”, says mayor Lucretia Cadar.

The future tourist resort of local interest

The natural setting of the Deda commune could not fail to be highlighted, an aspect embodied in the future tourist resort of local interest.

“We have the tourist resort of local interest approved by the Ministry of Tourism, a condition in which Valea Bistrei and the entire commune will develop in a special way along this line of tourism. In this sense, we have created a number of approximately 20 guesthouses that have registered as economic agents, with accommodation and even catering options for those who want to explore the beauty of the Bistra Valley, the towns located around the Gurghiu Mountains and of Călimani, Filea, Bistra Mureșului, Pietriș and Deda Mountains. All this means development, jobs for the citizens of Deda commune, respectively an income to improve their living conditions. In this sense, we are ensuring in the next period the asphalting of the road on Valea Bistrai for a length of 9 kilometers. Sewerage is being introduced in Valea Bistrei, work is currently underway in Filea on the sewerage, which at the level of the Deda commune totals 14 kilometers of network, so that in the end about 90% of the Deda commune will benefit from this important utility. At this moment, a project is being carried out to extend the sewerage for a length of 2 kilometers. Up to kilometer 5 we have sewage, up to the trout farm on Valea Bistrei. Also, the extension of the electricity network is being carried out in the area where the tourist resort will be, respectively from Păstrăvăria Bistra to Izvorul Donca. The PUZ that establishes everything that needs to be done in the Valea Bistrei tourist resort is also finished, which will determine the places for the construction of guesthouses. They will be made in a rustic concept precisely to preserve the flavor and tradition of the place. Also, the places and restaurants will be established where the traditional gastronomy will be highlighted and can be enjoyed by the tourists who frequent the area, which are not few at all, even at this moment when we do not have the tourist resort built. Many people climb the Seat of the Lord, in the Bistra Valley thanks to the tourist routes created for this purpose. We have investors who want to make investments, namely an adventure park, a gondola on the Bistrai Valley to go up and down the Seat of God. We are also thinking about a ski slope. In this sense, the necessary land for the ski slope for a length of 1.5 kilometers will have to be identified. We also have a bobsled slope. All this is currently planned in the Zonal Urban Plan that will be discussed at the end of May, after which we will take the measures to create this tourist resort”, says mayor Lucretia Cadar.

And things don’t stop there…

“We have in mind the 2-kilometer bike path that will serve this entire tourist resort, it is among the projects we are carrying out at the moment. We made some tourist boards with the existing tourist routes in Valea Bistrei. Also, everything that is a point of tourist interest, whether we are talking about tourist routes, the Lord’s Seat, the Cofu Waterfall or about the guesthouses in the area, they can be accessed with the help of a recently launched application. Deda Turism is the application that brings together all the information on tourist attractions, mountain routes and places to stay in the area”, mentions Lucretia Cadar.

The future sounds more positive for Deda commune, as evidenced by the 24 projects funded by European and government funds that are to be implemented.

“We are talking here about the cultural dormitories in Filea and Pietriș, the investments in the medico-social center, the rehabilitation and modernization of the Technological High School “Vasile Netea” in Deda worth 20 million lei, the equipping of the high school and schools in the commune with computers and everything it is necessary in order to modernize the education process. We have on the investment agenda the daycare that complements the provision of an education for the children of Deda commune and beyond. We have the capture of the Donca spring and the expansion of the water network with two basins of 300 cubic meters and the correction of 5 kilometers to Mesteceni Deda. We have the two sewers that are currently being executed, Filea sewer extension, sewer extension in the villages of Bistra Mureșului and Pietriș. We have the fire station that is being worked on and the purchase of a special fire truck worth 11.6 million lei, of which 60% are our own funds and 40% are money coming from European funds. We have the paving project that we got funding for, so it’s a whole series of projects. It is certain that we have signed financing contracts for everything that means development of the Deda commune”, emphasized Lucretia Cadar.

Continuity above all

“I proposed to continue for another mandate, considering the many projects we have at the level of the Deda commune. During this entire period of 20 years since I have been the mayor of Deda municipality, I can say that I have enjoyed support in the City Council in approving the projects proposed for implementation. I believe that the citizens of the Deda commune appreciate the work done by the mayor of the commune, the Local Council, the team of collaborators, employees of the Deda commune’s Town Hall. It can be seen with the naked eye that Deda is a well-developed commune, a well-run commune”, concluded Lucretia Cadar.
