The mother of the 13-year-old student accused of killing 9 people was arrested, after his father was also detained, Serbian President Aleksandar Vucic said at a press conference on Wednesday, CNN reports. At the same time, according to Vucic, Kostas K. will be hospitalized in a psychiatric clinic, according to Nova.rs and Reuters.

  • “Today is one of the hardest days in our country’s modern history. I express my condolences to the families, parents, brothers, sisters, grandparents of the murdered children, as well as the children and family of the murdered security guard,” Vucic said at the beginning of the speech.
  • “We have to look at the patterns, we have to look at the responsibility of each one of us and look for a solution so that something like this, however unpredictable and unexpected it may be, never happens again, but we live in such a world so that it is possible. I was not in a hurry, no one was in a hurry to make statements, we wanted to look at everything that went wrong in the system, everything that is the responsibility of each of us because we cannot return the children to their parents”, said the president of Serbia.

The suspect would be placed in a special psychiatric institution, Vucic also said.

  • “Right now, the boy is in a special place and will be placed in a special ward of a psychiatric clinic,” Vucic told reporters, adding, “he doesn’t know what he did or shows any remorse.”

During its investigation at the scene, the High Prosecutor’s Office in Belgrade said in a statement on Wednesday that it ordered the presence of social workers while the 13-year-old student’s statements were taken and a medical examination was carried out.

The 13-year-old had his blood drawn for toxicology tests to determine if he was under the influence of alcohol, drugs or other psychoactive substances at the time of the attack.

According to Serbian legal provisions, the boy “is not considered criminally responsible, because he has not reached the age of 14”, the Public Prosecutor’s Office said in a statement.

  • “His father was detained as the owner of the gun, which he obviously kept and stored illegally, although he had all the necessary permits. The mother was also detained,” Vučić said, adding that “he is obliged to speak about the real causes and responsibility for the many stories and untruths that are spreading on social media.”

Vucic appealed to people not to make up stories about bomb threats and said that it was not Kostas who had asked to be transferred to another class, but did not comply.

According to the Serbian president, the student had been to the training ground three times with his father.

  • “57 casings and six bullets were found. Four magazines with 18 bullets each,” said the Serbian president, who added that the attacker’s father is an honorary member of a shooting range.

What measures did Vucic propose after the tragedy in which 9 people were killed in a school

Aleksandar Vucic proposed introducing a moratorium on keeping and carrying weapons for the next two years, except for hunting weapons. Then, control how all the shooting ranges work, audit all the permits issued and control how people keep their weapons.

“My proposal is to reduce the limit of criminal responsibility from 14 to 12 years,” said Vucic.

He then proposed to impose legal liability on people who allow minors access to guns. Vučić also proposed the introduction of mandatory drug tests in secondary schools every six months.
