Dragoș-Cristian Vlad, the president of the Authority for the Digitization of Romania (ADR), was stopped in the Republic of Moldova for driving a car that was listed as stolen, but which ended up in the Romanian Government’s heritage. It was confiscated by the Police.

UPDATE: The Authority for the Digitization of Romania specified that the car was registered several times in Romania, starting in 2010, being taken over by ADR in May 2020 and used as a company car until now.

ADR, the fourth institutional owner of the car, was not aware of the fact that the car appears in an international database of public order institutions. So, at this moment, the car is going through the legal procedures required by this international alert.

The full statement:

“The team of the Authority for Digitization of Romania (ADR) participated, as part of the delegation led by the Minister of Research, Innovation and Digitization, in the official working visit to Chisinau, at the invitation of the Deputy Prime Minister for Digitization of the Republic of Moldova.

At the border, we faced an unprecedented and unpleasant situation: one of the vehicles of the Romanian delegation, which is in the ADR heritage, was checked, respectively the information that appeared in the computer system was communicated to us.

The respective car passed into the heritage of ADR in 2020, as a result of the establishment of the Authority and the taking over of the heritage of the previous institutions. The transfer to ADR’s heritage was made on the basis of a handover-acceptance protocol concluded with the Ministry of Transport, Infrastructure and Communications, which in turn had received the car from the Ministry of Communications and Information Society (MCSI), once the latter was abolished.

MCSI received the car, free of charge, also from a public institution, the Ministry of Finance, through the National Agency for Fiscal Administration (ANAF), in whose patrimony it had entered as a result of a final decision of the court, in 2017, which entailed the confiscation of the car . ANAF has in force a procedure by which it supplies public institutions, for use, goods resulting from forced executions and confiscations.

Since 2010, the vehicle has been registered several times in Romania, being taken over by ADR in May 2020 and used as a company car until now. ADR, the fourth institutional owner of the car, was not aware of the fact that the car appears in an international database of public order institutions. So, at this moment, the car is going through the legal procedures required by this international alert.

This situation confirms the need for interoperability between databases.

In this sense, this year the law aimed at building the National Interoperability Platform, which creates the legal framework for the interoperability of the databases of all Romanian state institutions, was approved.

We also mention the fact that, in 2023, ADR will complete the Technological Interoperability System with the EU Member States (SITUE) project, a project that will facilitate the interconnection of the databases managed by the Romanian state with those of the EU member states.

Thus, we will no longer face such situations, which derive from the lack of digitization and interoperability.”

The car in question has been in the ADR heritage since 2020, since the establishment of this institution, as a result of the takeover of the heritage of the previous institutions”, said Dragoș-Cristian Vlad, on Antena 3.

“There are documents in this sense, based on minutes. This car passed around four public institutions. As a result of a court sentence, as early as 2017, by which this asset was confiscated, it is part of ANAF’s patrimony. ANAF capitalizes it free of charge to the Ministry of Communications, with the observation that it was part of a civil file”, he added.

“We were allowed further access to the territory of the Republic of Moldova, with the observation that when additional information comes I will be notified of this fact. I handed over the car, as soon as I received the notification from the Romanian Consulate in the Republic of Moldova, to the authorized structures there. The handover procedure, pending clarification, happened at the end of the visit to the Republic of Moldova. There was a problem, it was confirmed that there is an alert and it must be checked with the country of origin of this car – Italy”, said the president of the Authority for the Digitization of Romania.
