And the president of the National Agency for the Protection of Children’s Rights will make a trip to Germany, for the repatriation of the minor. The case started from a notification of the German authorities. The child has been in their custody since April 18.

The investigation from Romania

The boy would have been sold in December 2023. The family he comes from had several children, but was not monitored by the Directorate of Social Assistance and Child Protection because he had not raised any problems in the past.

The authorities found out about the transaction when a notification from Germany appeared on the address of the Child Protection Directorate in Gorj, requesting to check whether the boy is at home.

Later, representatives from Child Protection were the ones who informed DIICOT about this case.

The child’s father is an alcoholic, and the mother seems to have mental problems, the authorities who went to the family home found, according to News.ro.

“The situation of the minor came to the attention of DGASPC Gorj as a result of the address submitted by the National Authority for the Protection of Children’s Rights and Adoption, in April 2024. The procedure was immediately started in accordance with the legislation in force, being notified to the institutions empowered to verify the issues reported and to intervene according to the competences legal (DIICOT).

The representatives of DGASPC Gorj went to the family home together with the representatives of the local authority to evaluate the socio-family situation. It was found, following the intervention and the discussions with the legal representatives, that the minor in question is not at home”, says the spokesperson of DGASPC Gorj, Minodora Sucea, for Agerpres.

It was found that there are two other children at the boy’s home (an eight-year-old girl and a two-year-old and six-month-old boy), who were taken and placed with professional foster carers.

“A psychologist and social workers from the DGASPC Gorj, together with the general director, Laurenţiu Diaconescu, and the minister Natalia Intotero, visited the minor’s two brothers at the home of the foster carers, having discussions with them.

The two minors follow a psychological counseling program, as well as other medical investigations depending on the identified needs. We make it clear that, after clarifying the legal situation of the minor in Germany, we will intervene in taking him over and establishing a special protection measure”, said Minodora Sucea.

The case left Germany

The Minister of the Family, Natalia Intotero, specified that “next week the president of the National Authority for the Protection of Children’s Rights and Adoption will make an emergency trip to Germany, where he will talk with the German authorities with a view to repatriation, in the shortest possible time, of the minor who is now in their care”.

“I went yesterday (Thursday – ed.) to make sure that the brothers of the minor who are now in Germany are well taken care of by the Romanian state, through the General Directorate of Social Assistance and Child Protection.

Together with the director of DGASPC Gorj, I traveled yesterday to meet them. It is about a two-and-a-half-year-old minor and an eight-year-old minor. I talked to the foster carers. I was in the presence of psychologists. I made sure that they benefit and will continue to benefit from support from psychologists and that they are very well cared for.

It is a file instrumented by DIICOT. DIICOT was notified by DGASPC, following a request from the National Authority for the Protection of the Rights of the Child and Adoption, coming from the social protection authorities in Germany to provide more data regarding the situation of the minor in question in Romania”, said Natalia Intotero, in a telephone intervention, on Antena 3.

Later, DIICOT also announced that the little boy was taken over by the German authorities, as early as April 18.

The institution opened a criminal case for trafficking of minors, the investigations being ongoing for the time being in rem.

“Investigations are carried out in rem, and this stage does not mean the formulation of accusations against a person/s, but establishes the procedural framework necessary for the collection of evidence for the correct and complete establishment of the state of facts to allow the adoption of a legal and thorough solution” , DIICOT transmitted.
