At the moment, the Highway Code says that the bicycle, from a legal point of view, is a vehicle on the same level as motorcycles and cars. One of the most important traffic rules prohibits the circulation of bicycles on sidewalks, cyclists being obliged to circulate only on the side of the road, respecting the direction of travel, or on specially arranged tracks. Also, riding a bicycle on the sidewalk without a special marking can be punished by law.
Thus, according to the representatives of the press office of the Constanța City Hall, the Local Council Decision, adopted according to the Road Code, does not prohibit the use of bicycles in city parks. They do not fall into the category of vehicles that can exceed the speed of 50 km/h, as is the case with electric scooters.
“Regardless of which Council Decision is adopted at the local level, the Highway Code, i.e. the law, takes precedence. There were some problems with electric scooters and measures were taken. It was about those electric scooters that were left lying around in parks and everywhere. The legislation says that bicycles are allowed to be used in parks. If we don’t have bike lanes, what do we do? Do we stop cycling at all? There have been discussions before about the subject, but there is no decision to ban bicycles in parks except in situations where they do not disturb the movement of pedestrians. That is, it is allowed as long as it does not disturb the pedestrians in any way”, the representatives of the press office of the Constanța City Hall told us.
