The costs for the realization of the metropolitan belt of Cluj will be updated, and the whole project will be realized in two stages.

The City Council will approve in the next meeting the update of the value of the Cluj metropolitan belt project.

Thus, the total value of the investment reaches 8,658,973 thousand lei including VAT.

Phase 1 will involve costs of 6,135,418 thousand lei, and Phase II – 2,523,554 thousand lei.

The duration of the works for each phase of the project is 48 months, that is a total of 96 months.

In the first phase of the project, direct connectivity with the Cluj Regional Emergency Hospital will be ensured, and the works will include the sector over 23 km long and connecting roads 19.16 km long. Thus, connectivity will be ensured with the Monobloc Pediatric Hospital, but also the connection with DN1N, which represents the Cluj East bypass option, through node 18 Apahida, which provides for the construction of the bridge over the Someș canal, a solution that allows the extension of the Cluj International Airport runway.

Phase I of the project will be staggered as follows:
*Year 1 – 1,840,626 thousand lei
*Year 2 – 1,533,855 thousand lei
*Year 3 – 1,533,855 thousand lei
*Year 4 – 1,227,084 thousand lei

As part of the second phase of the bypass belt project, works are aimed at the DN1-Gilău intersection – Florești node 5 and other sections of road over 18 km long, plus connecting roads 13.17 km long.

In the context of repeated tenders for the Cluj metropolitan belt, as well as price increases, the Cluj-Napoca City Hall shows that there is a “necessity and opportunity to update” the general estimate related to the investment project Road Transregio Feleac TR-35 Stage I Metropolitan Belt TR 35 and Link Roads.

“The decision to update the General Estimate is justified considering the current economic context, marked by significant price increases (…), with a significant impact on the progress of the project”, the reasoning of the draft decision states.

Thus, the value of the Cluj metropolitan belt project increases from 7,996,707 thousand lei to 8,658,973 thousand lei.

In fact, the mayor of Cluj-Napoca, Emil Boc, declared on Tuesday that the metropolitan belt of Cluj has reached the phase of starting the works for the first section, a situation in which the payment of expropriations will be made by sectors.

“I can’t let go of the works. That’s when I thought, with my colleagues from the mayor’s office and with my colleagues from the ministry, let’s do one legislative changeso that we issue separate expropriation decisions, ie let’s break down the expropriations by area, that is, the expropriation is done and you only pay for the surface you are going to work on.

We changed the law and we can expropriate in sections, in sectors, and I record the money I need. E.g, for the first section we need about 4 million euros where we start: Cluj-Floresti“, declared Emil Boc.

The Cluj metropolitan belt project was tendered in two stages, the first stage being divided into two sections. If initially the costs were estimated at 998,547,953.25 euros, after the additional allocation of funds, last summer the contract was increased by 147 million euros. The metropolitan belt of Cluj is of major importance for the decongestion of traffic and for the economic development of Cluj.
