The Industrial Park, a major project for Vrancea, prepared to be submitted for financing with European funds

Attracting investors and developing a competitive business environment is one of the most important components of the development of Vrancea county. A major project, which will change the face of the county in the coming years, is the construction of an industrial park, which will significantly contribute to the opening of the area, the creation of new jobs and, finally, to the increase of the standard of living of the residents of Vrancen.

The industrial park is a large and complex project, which is to be built on a 47-hectare plot of land located within the radius of the Garoafa commune, with an exit at DN 2 E85. Currently, the Vrancea County Council has obtained the title of Industrial Park from the Ministry of Development, Public Works and Administration, all documentation at the Zonal Urban Plan and Feasibility Study level is being developed, including all utility approvals.

The dossier for the construction of the Industrial Park is being prepared for submission for financing from European funds, within the Regional Program, a call to be launched this spring. Inside the Industrial Park, the following functional areas are proposed: Logistics Area; Large Industry Zone; Area for Medium Industry; Light Industry Zone; Area for Industrial Workshops; Area for Institutions and services, commerce; Administrative area; Technical-building area.

Steps have been taken to ensure all the necessary utilities: sewerage and water are provided through the project to expand these utilities in Garoafa commune, for electricity, the connection approval was obtained on 22.09.2023, based on the connection study, and at the natural gas system of the Park is to be connected within the project submitted by the Garoafa Municipality.

Access to the Industrial Park will be achieved through a roundabout on E85, according to the CNAIR opinion dated 04/24/2023. The park will also include a parking lot with 80 spaces for shooting and 300 spaces for vehicles. Last but not least, the economic operators that will set up in the Park will benefit from tax facilities according to the legislation in force, as well as state aid through de minimis schemes.

The main stages of the realization of the Industrial Park are:

• CJ decision no. 73 of March 29, 2021 regarding the request for the transfer of the land building, with an area of ​​474574 sqm, located in Garoafa commune, T 57, P 231, Vrancea County from the public domain of Garoafa Municipality, to the public domain of Vrancea County, for the construction of an industrial park.

• CJ decision no. 82 of April 16, 2021 regarding the taking over of an asset from the public domain of the commune of Garoafa into the public domain of Vrancea county, respectively the land with an area of ​​474,574 square meters, located in the commune of Garoafa, T 57, P 231, Vrancea county, for the construction of an industrial park .

• CJ decision no. 89 of April 16, 2021 regarding the establishment of PARC INDUSTRIAL VRANCEA SRL.

• CJ decision no. 90 of April 16, 2021 regarding the granting of the right of administration for a period of 10 years to the company PARC INDUSTRIAL VRANCEA SRL for the area of ​​61.15 square meters of the building located in the Municipality of Focșani, Str. Bucegi no. 21, block A II, located in the private domain of Vrancea county and administered by the Vrancea County Council, in order to establish the registered office.

• CJ decision no. 179 of August 16, 2021 regarding the approval of the Concept Note and Design Theme for the investment objective “Construire Parc Industrial Vrancea”.

• 30.07.2021 – issuance of urban planning certificate no. 50 for the “Industrial Park Construction” investment project, at the Zonal Urban Plan and Feasibility Study phases.

• January 2022 – the first tender for design services for the development of PUZ and SF related to the “Construire Parc industrial” investment project was launched, for which there were no admissible offers.

• 25.03.2022 – the tender for the design of the PUZ and SF phase was resumed, after which the service contract was signed with SC Alma Consulting SRL, on 08.06.2022.

• CJ decision no. 202 of September 20, 2022 regarding “Appropriation of cadastral documentation and updating the identification elements of the land building, located in Garoafa Commune”.

• 25.10.2022 – urban planning certificate no. 54 for the construction of an Industrial Park.

• CJ decision no. 243/24.11.2022 regarding the declaration of county public interest and public utility of the land with an area of ​​465,449 square meters, located in the Garoafa commune, in order to build the objective of county interest and public utility Vrancea Industrial Park. This step was necessary to be able to remove the land from the use category “pasture” to “arable land”.

• The necessary documents were obtained to receive the title of Industrial Park, according to Law no. 186/2013 regarding the establishment and operation of industrial parks. Between 11.07.2022 and 23.02.2024, 18 approvals were received from various institutions (APM, CFR, ISU, DSP, DSVSA, CNAIR, Electrica, SGA, MAI, ANIF, MAPN, OCPI, Agricultural Directorate, CUP) and have 8 studies (traffic, hydrological, geotechnical, etc.) were developed for the realization of the Zonal Urban Plan and the Feasibility Study.

• On 29.08.2023, the PUZ was approved in CL Garoafa.

• CJ decision no. 280/20.12.2023 regarding the “Approval of the technical-economic documentation for the Feasibility Study phase and the technical-economic indicators for the investment objective “Construction of Vrancea Industrial Park”.

• 30.05.2023 – the application for granting the Industrial Park title was submitted, which was obtained on 06.10.2023

The creation of an industrial park in Vrancea county represents one of the main ways to develop the county’s economy, by attracting and stimulating private investments, which will contribute to the creation of new jobs and the development of infrastructure. The estimated value of the investment is 46 million euros.
