The Romanian Post National Company is a universal service provider for the period 2019-2024 – that is, that institution of the Romanian state that is obliged to reach everywhere with a letter. A normal thing. Because some areas are depopulated, hard to reach, always the one who offered universal services is given a monetary compensation to cover his costs associated with inefficiency in these areas. Fee paid by courier companies that do not offer this service. Post asked the competition for ZERO RON.
The annual average cost for providing this universal provider service is 18 million lei per year. I came into possession of the document that shows that at the tender in which it presented itself, the Romanian Post asked for ZERO RON compensation for this service. The management of ANCOM at that time returned with an address to the Ministry of Telecommunications, where then Mr. Bode from PNL decided to leave the Romanian Post’s request to cover the universal public service at 0 RON.
Romanian Post has about 20,000 employees. Just from the universal service revenues, 90 million RON would have been collected by right in the 5 years. That would have meant 4,500 RON for each Romanian Post employee.
If we also apply a series of efficiencies in the day-to-day operation, accepting the transmission of packages larger than 23 kg, which now by refusing, alone pushes the revenues to the courier companies, this Post would be a successful business.
