The state fails again with the health card

Thousands of Botošan residents have a piece of paper in their pocket as a health card. This is because the National Health Insurance Agency (CNAS) has stopped printing for more than a year. Insurers, family doctors and pharmacists have real headaches when the IT systems fail and the insured has only a piece of paper to prove their quality.

Thought of as an aid to the health system, the health card, or rather the lack of it, is causing more and more problems for those who need it.

Thus, over 4,000 Botoșan residents currently have replacement certificates for the health card. Although this paper itself shows, in 2024, the flaws of a system presented as a savior for the health system, even with it the insured are not always sure that they can do their job. “If an insured comes to give him a prescription, but he has a certificate instead of a health card, and the system is broken, as often happens, I have to tell him to come another time. Or go to the Emergency Room, as many do”, said a family doctor from Botoșan.

Make sure they can walk with relatives after them

Botosan pharmacists also have problems, in the case of those who have certificates instead of lost or destroyed cards. For this reason, an insured person who does not have a card must follow him with a relative.

“In case the system does not work, it is preferable to come with a relative or friend whom we can use as a proxy. This is how we can save the prescription with the authorized representative’s bulletin. It’s simpler and there’s no risk of rejecting the prescription,” said a pharmacist from Botosan.

“If he has proof that he doesn’t have a card, it’s zero”

But even if the computer system works, but the insured does not have the health card, it is still a risk for pharmacists. “At the end of the month, upon reporting, SIUI refuses the prescriptions issued on the insured’s bulletin. Even if he does not have a card issued. If he has proof that he does not have a card, it is equal to zero. In the same way, the SIUI issues the prescription at the end of the month”said the Botoşan pharmacist.

According to CAS Botoșani representatives, over 300,000 Botoșani residents currently have health cards.

“Currently, 301,786 cards are issued for Botošan residents. Of these, 294,763 were distributed”, stated Alina Mustiaţă, president general director of CAS Botoșani. It says that 7,113 cards remained at the CAS headquarters, undistributed, while another 4,176 citizens of Botoșan have certificates replacing the health card.

Difficult system when issuing the document

The application for the issuance of the duplicate card must be completed and signed by the holder (insured person) or, as the case may be, by the person legally empowered by him/her through a notarial deed/deed of representation by a lawyer or the insured’s legal representative, with a copy of the identity document attached to the application of the owner or, as the case may be, and of the representative/legal representative.

The payment of the equivalent value of the duplicate card in the amount of 13.69 lei is made at the cashier of the institution by the owner (insured person) or by a member of the first and second degree family, spouse, person legally empowered by him/her by notarial deed/deed of representation by a lawyer or the legal representative of the insured or by any person, with the exception of the legal representatives of the providers of medical services/medicines with and without personal contribution/medical devices, technologies and assistive devices and of the persons who carry out activity at their level.

“The certificate to replace the duplicate card is valid for 60 days and is issued at the counter only to the holder or, as the case may be, to the person legally empowered by him/her through a notarial deed/deed of representation by a lawyer or the legal representative of the insured”, CAS president Botoșani also said.

New agreement signed by the Ministry of Health

In the autumn of last year, the Ministry of Health announced that it concluded a new framework agreement with Compania National Imprimeria Națională SA for the resumption of the printing process of the national social health insurance card, for people who have reached the age of 18 and/or have acquired the quality of insured after the initial distribution of the cards.

The framework agreement was concluded for a period of 3 years and aims to produce a quantity of 1.2 million health cards.

The process of reprinting health cards has started, with 400,000 health cards to be delivered to the County Health Insurance Centers in two batches. The budget allocated for printing the 400,000 cards is approximately 5.5 million lei.

Pharmacies show how it can be done effectively

The excessive bureaucracy and the time lost for the release of a paper certifying what can be verified with a single click confuses many insured persons. Thus, although almost every pharmacy issues loyalty cards in a few minutes, CNAS “succeeds”, for almost a year, in blocking the printing of these pieces of plastic for various reasons.

Those who really want a replacement certificate, have to go to the CAS headquarters, wait in line and, if they are lucky, get their card issued at the counter. If it is crowded, they will have to come the next day or wait for it to come in the mail in about a week. Also by mail, those who submit the application through other persons will have to wait for the certificate. Even if that person has a power of attorney from the notary, the proof cannot be handed to him personally.

Of course, for the picture to be complete, a request can also be made by mail, but a mountain of documents is needed.

In addition to the application completed and signed by the owner (insured person) or, as the case may be, by a person legally empowered by him/her through a notarial deed/deed of representation through a lawyer or legal representative of the insured, a copy of the owner’s identity card, a copy of the identity card of the to the person legally empowered by him through a notarial deed/deed of representation by a lawyer or of the insured’s legal representative, a copy of the notarial power of attorney or another document certifying the legal representation of the owner of the lost card (court decision), the supporting documents regarding the modification of personal identification data, in case the issuance of the duplicate card is requested as a result of the change of personal data, proof of payment of the value of the duplicate card in the amount of 13.69 lei, which is made in the Botoșani Health Insurance House account opened at the Treasury.
