
Maximum humility. Romania currently has over 200 secretaries of state, four times more than in 2010. And the net salary for this position exceeds 2,000 euros. The feature comes with a number of advantages.
Officials have the right to hire up to five advisers, enter the state apparatus without competition, receive a car with a driver, have the right to request housing from RAPPS, can have a protocol amount at their disposal and have a gross salary of approximately 19,000 lei. The sad thing is that for pensioners and seniors elected they can’t find money.
Most secretaries of state are linked by political affiliation, most of the time to a local organization, and others are only recommended by degrees of kinship for this position! As is the case of Tudor Buzatu, the son of Dumitru Buzatu, PSD president Vaslui and PSD senator Gabriela Crețu. The son received a position in the Government, in 2018, in Ana Birchall’s cabinet, and a second one, in the General Secretariat of the Government, in 2022.
“The further we get from the election, the number of secretaries of state increases because the pressure from the local party organizations increases, and as this pressure increases, the prime ministers, interested in having the support of the local organizations, will make these concessions. (…) When there is a coalition of big parties in the middle, the need for many positions, in order to please everyone, increases,” says political scientist Cristian Pîrvulescu.
A new secretary of state appears at the Ministry of the Environment, once every three months. At the beginning of March, there were already six secretary of state positions here.
And Sorin Grindeanu is the minister with the most state secretaries.
