The purchase of electric minibuses by CJ Alba for students from two communes in Apuseni, at an impasse

The tender for the purchase of electric minibuses for students from Mogoş and Posaga has been cancelled, while the tender for the batch of 24 minibuses with a capacity of 16+1 seats, intended for the transport of students from Albac, Arieşeni, Avram Iancu, Berghin, Bucium, remains ongoing. Cergău, Ciuruleasa, Fărău, Gârda de Sus, Hopârta, Jidvei, Lupşa, Mogoş, Poiana Vadului, Posaga, Roşia de Secaş, Sălciua, Săliştea, Sâncel, Săsciori, Scărişoara, Sohodol, Unirea, Valea Lungă, Vintu de Jos and Alba Iulia .

Launched at the end of last year by the Alba County Council, the open tender for the purchase of electric minibuses for students was divided into two lots, one concerning 2 minibuses of 8+1 seats, and the other, 24 minibuses of 16+1 seats.

A total of 4 offers were submitted, including for both lots. For lot 1 there were two offers, and for lot 2, four offers. For lot 1, one of the companies interested in supplying minibuses did not submit the price offer. In the end, the auction for lot 1 was canceled because “all offers, requests for participation or projects were withdrawn or were considered inadmissible”.

The auction for lot 2 is ongoing, more precisely the offers are under financial evaluation.

The necessary funds come from the National Recovery and Resilience Plan (PNRR). The estimated total value of the contract is over 30.1 million lei.

The 26 administrative-territorial units have concluded partnership agreements with CJ Alba, assuming by local council decision several obligations, such as the fact that they ensure the location of a charging station in the locality where an electric minibus is requested, no longer no later than December 31, 2024, located in a public place; have the capacity to connect to the school’s electrical current network of the UAT; ensures for a minimum of 4 years the human resource (driver), the repair and maintenance costs of the minibuses and the fuel costs; ensures the preservation of the warranty of the purchased goods, etc.
