Prosecutor Daniel Horodniceanu, the former head of DIICOT, won the case against the police in Vrancea, which he opened after he was caught driving in the mentioned county at 170 kilometers per hour.
The court ruled in favor of Daniel Horodniceanu, vice-president of the Superior Council of Magistrates (CSM), in the case filed against the Vrancea Police, ziauruldeiasi writes.
The act happened a year and a half ago, when the police detained his license for 90 days, and the former head of DIICOT even had an episode of conflict with law enforcement.
“The court notes that, indeed, the metrological verification report certifies that the cineometer device is appropriate from a technical point of view and without reconsidering its own practice in this matter, it emphasizes that the concrete conditions in which the recording was made were analyzed”, it is stated in the motivation of the decision, according to the quoted source.
The judges claim, in the same reasoning, that “it does not appear obvious that the target car was the one driven by the appellant throughout the duration of the recording” and that “parallel to the petitioner’s car, another vehicle also ran which seems to be the one targeted by the speedometer on during registration”.

The former CSM vice-president Daniel Horodniceanu will not be sanctioned in the case of the dialogue he had almost a year ago with two policemen who stopped him in traffic. The High Court of Cassation and Justice (ÎCCJ) rejected on Monday, March 11, 2024, the appeal of the Judicial Inspection against the decision of the Section for Prosecutors in disciplinary matters of the CSM in the case of Daniel Horodniceanu. The Prosecutors’ Section of the CSM rejected the disciplinary action launched against Horodniceanu last fall.
